Setting the Standard: What the Arizona Lottery’s Responsible Gambling Certifications Mean for Our Players

By Arizona Lottery Leadership

In the lottery industry, success is traditionally measured by numbers: record-breaking jackpots, rising sales, and the hundreds of millions of dollars transferred annually to state beneficiaries. While these metrics are vital, long-term sustainability is defined by a different standard: how safely and ethically those revenues are generated.

The Arizona Lottery has officially achieved Level 2 Certification from the World Lottery Association (WLA) and has been deemed compliant with the NASPL/NCPG Responsible Gambling Framework Certification Best Practices.

Securing these credentials is an important milestone for our organization, but more importantly, it directly impacts the millions of Arizonans who enjoy our games. This achievement demonstrates that maximizing revenue for the public good and protecting our players are completely inseparable goals.

For our players, these certifications mean that safety is intentionally engineered into every aspect of the Arizona Lottery experience. Whether you buy an instant ticket at a local convenience store or play a draw game from a major retailer, our commitment to your well-being dictates how we operate.

  • A Safe Playing Environment: Our games are systematically designed and evaluated to ensure they remain a form of entertainment rather than a source of financial stress.
  • Responsible Marketing Standards: Players will interact with advertising that prioritizes transparency and entertainment value, strictly avoiding messaging that implies guaranteed financial success.
  • Accessible Support, Without Stigma: We believe in proactive player education. By normalizing responsible play, we ensure that every player understands how to set healthy limits and exactly where to turn if they ever need assistance.

Achieving alignment with both the WLA and the partnership between the North American Association of State and Provincial Lotteries (NASPL) and the National Council on Problem Gambling (NCPG) brings independent validation to our operations. The WLA framework establishes a global benchmark for corporate social responsibility in gaming, while the NASPL/NCPG standard ensures that North American lotteries employ effective, evidence-based insights in problem gambling prevention.

Public trust is our most valuable asset. By holding ourselves accountable to these rigorous benchmarks, we protect our players while safeguarding the funding engine that supports Arizona’s business and economic development, higher education, health and human services, and environmental conservation.

Earning Level 2 Certification required a comprehensive corporate self-assessment and gap analysis across every facet of our business. Over the past years, our leadership team held a mirror up to our operations, evaluating our marketing protocols, game mechanics, and digital platforms to ensure they actively mitigate player risk.

This achievement was made possible through our close collaboration with the Arizona Department of Gaming (ADG) Division of Problem Gambling. By aligning our internal initiatives with state-level treatment resources—and ensuring strict enforcement of the 21+ age verification limit across our retail network—we continue to prioritize consumer safety at every touchpoint.

Earning Level 2 Certification establishes our baseline; it is the foundation for what we must do next. Compliance is an ongoing process, and the Arizona Lottery is already moving forward with the strategic planning required to achieve Level 3 (Implementation) and, ultimately, Level 4 (Continuous Improvement).

Our roadmap focuses on three immediate player-centric areas. First, we are expanding training frameworks for our 3,600+ retail partners so they can better support healthy play behaviors and offer resources directly at the point of sale. We are also refining our messaging to ensure that our advertising and digital player platforms consistently emphasize the fun of the game over financial strategy. Finally, we are significantly increasing the visibility of critical support tools, such as the 1-800-NEXT-STEP helpline, across all physical and digital spaces where our players interact with us.

A responsible lottery is a sustainable lottery. As we look to the future, the Arizona Lottery leadership team remains committed to driving economic impact for our state while maintaining a strong standard of consumer protection. This certification is a significant milestone, but our work to support, educate, and protect our players continues every day.
