Arizona Lottery's Rulemaking Docket

Pursuant to A.R.S. § 41-1024(B), the Arizona Lottery has terminated the rulemaking process for the proposed Lottery Courier Services rules (A.A.C. Title 19, Chapter 3).

A formal Notice of Termination will be filed for publication in the Arizona Administrative Register. This website will be updated once the notice is published.

Notice of Proposed Rulemaking: Electronic Keno

The Arizona State Lottery has initiated the formal rulemaking process to adopt rules for the establishment and operation of electronic keno. We invite the public and interested stakeholders to review the proposed rules and provide feedback.

Public Comment & Hearing Information:

  • Oral Proceeding: June 15, 2026, at 9:00 a.m.

  • Location: Arizona Lottery Main Office, 4740 E. University Drive, Phoenix, AZ 85034. (A virtual option to attend and participate will also be available; link to follow).

  • Close of Record: All written and oral public comments must be received no later than June 15, 2026, at 5:00 p.m.

About the Commission

The Arizona Lottery Commission directs the Arizona Lottery leadership team to develop and market games that produce the maximum amount of net revenue through responsible play.

MEET THE COMMISSION

The commission consists of five members appointed by the Governor for a term of five years. No more than three may be from the same political party, and the members annually elect one member to serve as chair.

Commissioner Qualifications

At least one member of the commission must have at least five years of experience in each of the following industries:

  • Law enforcement
  • Accounting (must be a certified public accountant)
  • Marketing, advertising or both
  • Convenience store, mini-mart or grocery retailing


Commission Duties

The Commission oversees the Arizona State Lottery to produce the maximum amount of net revenue in harmony with the dignity of the state. The Commission conducts, administers and regulates the Arizona State Lottery; has powers to license agents; distributes lottery revenue; and sets codes of conduct and penalties for the running of the State Lottery. A.R.S. § 5-502.
